Chernobyl nuclear power station switched off for good

Kiev - The ill-fated Chernobyl power station, the site 14 years ago of the worst nuclear power accident ever, was switched off for good on Friday.
Ukrainian President Leonid Kuchma broadcast instructions to turn the station off via a gala television conference at a Kiev concert hall. Over 3,000 school children were let out of school for the occasion.
Engineers at the station control centre used a special key to lower control rods into Reactor Number Three´s core, halting the nuclear chain reaction that Chernobyl used to produce energy.
A sour note in the celebratory atmosphere came from protesters across the street from the concert hall. Kuchma had hoped to improve his reputation as a statesman by using the Chernobyl closure to demonstrate Ukraine´s willingness to work with the international community.
In recent weeks the Ukrainian president has faced repeated unprecedented charges of conspiring to kidnap or intimidate journalists. On Thursday a former bodyguard accused him of ordering a hand grenade attack on a political opponent.
Kuchma has denied the charges.
The switch-off reduced worldwide concern of a repeat nuclear disaster in Europe. When Chernobyl Reactor Number Four went out of control in the wake of a failed test in April 1986, it had been working for less than three years.
A first-generation reactor, it used water simultaneously as a coolant and as a protective barrier between the radioactive core and the surrounding environment, a technology considered particularly dangerous by nuclear power opponents.
Technically identical reactors continue to operate in Russia and the Baltic states. In Ukraine, 13 later-generation reactors still produce electricity. Ukraine estimates the cost of damage caused by the radioactive cloud and emergency efforts to control the fallout at 140 billion dollars.
Over 3.2 million Ukrainians, more than half of them children, are considered Chernobyl victims by national health authorities. Fourteen years after the disaster, an average of 2,500 people die every year from the effects, according to a recent Ministry of Emergency Affairs estimate.
When fully operational, Chernobyl produced between three and five per cent of Ukraine´s electricity. But at the end of its service life, the reactor had frequently gone offline because of technical problems. In recent weeks, Chernobyl was operating at a symbolic five per cent of capacity.
On Friday evening, Leonid Kuchma had laid a wreath at a memorial in the town of Slavutich to victims of the nuclear power accident. Slavutich residents met him carrying posters denouncing the planned closure. Some 9,000 of Slavutich´s 26,000 inhabitants will lose their jobs through the closure of the Chernobyl power station, the town´s only large employer.
In return for shutting down the Chernobyl station, Ukraine has secured international promises of assistance. Ukraine expects to receive over 1.4 billion dollars to build new nuclear reactors, and 800 million dollars to repair the containment shelter built around the radioactive remains of the reactor that exploded.
