Clinton under federal investigation in billionaire's pardon

Washington - A federal U.S. prosecutor has begun investigating whether fugitive billionaire Marc Rich bought a pardon for himself from former president Bill Clinton, U.S. television networks reported Wednesday.

U.S. Attorney Mary Jo White in New York is reportedly looking into whether Rich funnelled money to Clinton through campaign contributions and other donations made by his ex-wife, Denise, sources told the networks. White - who was angry at Clinton's pardon of Marc Rich, made just hours before he left office January 20 - has also called in the Federal Bureau of Investigation (FBI) into the case.

Denise Rich has donated more than 1.5 million dollars to Clinton's Democratic Party, the former president's campaigns and Hillary Rodham Clinton's Senate campaign as well as 450,000 dollars to the construction of Clinton's presidential library. The news of the investigation came on the same day that a Senate committee began hearings into the pardons of Marc Rich, who now lives in Switzerland after 17 years spent wanted for evading 48 million dollars in income taxes, and his partner Pincus Green, both commodities traders.

The Senate Judiciary Committee heard that Clinton had bypassed correct procedures in pardoning the two men. This "raises the suggestion of something incriminating having happened", said Senator Arlen Specter, a Republican. He raised the possibility that Clinton could be called to testify and last week even suggested that Clinton could be impeached for his impropriety. An impeachment would bar Clinton from holding another executive or judicial office, according to some experts.

U.S. Pardon Attorney Roger Adams, who had the job of vetting Clinton's proposed pardons before they went through, said the first time he heard about the Rich and Green pardons was on Clinton's last day in office, shortly after midnight on the morning of January 20. "None of the regular procedures were followed," he said.

There were clear signs that the country was fed up with Clinton's departure antics. He mooted an 800,000-dollar-a-year luxury New York office suite, at public expense, but backed down Tuesday. He took furniture that wasn't his from the White House but is making restitution. And he even granted a pardon to a hardened drug dealer whose father was a political contributor. There could also be legal consequences. Not only is a U.S. attorney investigating, but the Justice Department is considering it as well, the New York Times reported.

The House Government Reform Committee is also holding hearings into the matter. Denise Rich refused last week to testify at its inquiry, based on her right to avoid self-incrimination. President George Bush on Tuesday, however, indicated it was time to put the past to rest. "I think it's time to move on," the Republican told reporters. "I'm just looking forward, and that's what I'm going to do."
