Death toll rises to 12 as storm inches out of Philippines

Manila - The death toll in a storm that battered the central and southern Philippines has risen to 12 as the onslaught of heavy rains and strong winds triggered landslides and flashfloods, disaster relief officials said Saturday.

The National Disaster Coordinating Council (NDCC) said more than 7,000 people were forced to flee their homes after rising flood waters swamped low-lying communities in the cities of Surigao, Butuan, Cebu and Bacolod.

The NDCC said most of those killed in storm Rumbia's assault were buried by landslides, hit by fallen trees or drowned in flashfloods.

Four people were still missing, including a fisherman in central Cebu island who ventured into rough seas at the height of the storm on November 29. More than 70 million pesos (1.4 million dollars) worth of infrastructure and crops has been destroyed by Rumbia, which has weakened as it moved out of the country. The weather bureau said Rumbia continued to move away from the country with winds of up to 45 kilometres an hour. It was heading westward into the South China Sea at 13 kilometres an hour and was expected to regain strength within the next 12 to 24 hours. At its peak late Thursday, Rumbia packed sustained winds of 135 kilometres an hour and dumped heavy rains that swept at least 250 houses and five bridges. But the NDCC said Rumbia was not as destructive as the two powerful typhoons that hit the country last month and left at least 60 people dead and destroyed more than one billion pesos worth of properties and crops.
