The E.U. executive also called for the BSE testing of all animals over 30 months "to enhance consumer confidence" in the bloc.
A "purchase or destruction" scheme was proposed to remove from the food chain all cattle over 30 months unless they have been tested for BSE to ensure additional guarantees for consumers.
In addition, the commission said the current list of specified risk materials which are to be removed and destroyed must be extended to include the entire intestines of bovines of all ages.
The commission proposals will top the agenda of an emergency meeting of E.U. farm ministers on December 4.
European Consumer Affairs Commissioner David Byrne said the new measures were needed to ensure that the E.U. ban on feeding meat and bone meal feedstock to cows, sheep and goats was being respected in all countries.
"I am not convinced that controls ... are being being properly implemented," said Byrne.
Sales of beef have dropped dramatically in Europe amid fears that BSE is linked to the variant Creutzfeldt-Jakob Disease that afflicts humans.
