Investigations begin into U.S. military accident in Kuwait

Kuwait City - Preliminary investigations began Tuesday in Kuwait as to how a U.S. navy jet accidentally dropped a bomb on observers during a training exercise Monday in the Persian Gulf state that killed six and injured at least seven.

American and Kuwaiti defence sources in Kuwait said part of the preliminary investigations would take place where the friendly fire tragedy took place at al-Udairi firing range in the northwest corner of the Gulf state, about 50 kilometres south of the Iraqi border. Six military personnel, five of them Americans and one New Zealander died when the F-18 A Hornet Navy fighter jet dropped a 500 pound bomb on military exercise observers at the desert range by error.

At least seven other military service personnel were injured, five Americans and two Kuwaitis. The incident took place at around 7 p.m. (local time) Monday. One of the more seriously wounded Americans was to have been transported to Germany last night a defence source said. This could not be independently confirmed.

A Kuwaiti defence spokesman said that a Kuwaiti military team has been dispatched to the bombing raid site early Tuesday morning to photograph the area. "The American and Kuwaiti militaries would probably be expected to work together on this initially," said the spokesman. "At this point we are coordinating the preliminary aspects of the investigation," said the spokesman who expected more details would emerge later on in the day.

"The site has to be prepared for investigation," he added. A U.S. defence source said a team of investigators would probably be dispatched to Kuwait Tuesday from central command in Florida. The area of the incident, a military training ground, is normally restricted to civilians. The U.S. navy jet which dropped the bomb on the military observers was taking part in routine American-Kuwaiti military exercises named Intrinsic Action.

The jet had taken off from the American aircraft carrier the USS Harry S. Truman in the Persian Gulf. The training exercises fall under a 10-year defence pact signed by the two nations after the 1991 Gulf War. Defence sources said immediately after the accident that the navy jet dropped the ordnance on parked vehicles that were being used in the desert as markers to guide the aircraft.

Several U.S. aircraft had been participating in the exercise that had taken off from several locations including the aircraft carrier as well as from Kuwaiti air bases. The exercise, which routinely takes place three times per year was called off.

The United States keeps some 2.500 permanent troops in Kuwait to maintain pre-positioned equipment and fly sorties to patrol Iraq's southern no-fly zone. The Pentagon also rotates an additional 1,500 to 2,000 troops in and out of the Gulf state on the routine manoeuvres.
