Moscow and Washington to help avoid

Moscow - Russia will wait for the completion of the Bush administration before "forming teams to carry the peace process forward", Interfax news agency quoted Putin as saying after more than an hour of bilateral talks.
"An escalation of violence cannot be allowed in the crisis region," he said. "We will do everything possible together with the United States to prevent a negative development of the situation."
Moscow is a co-sponsor with Washington of the peace process but has taken a secondary role in negotiations in recent years. While Katsav restated his nation's commitment to finding a peaceful solution to the crisis, he firmly apportioned blame to the Palestinian leadership under Yassir Arafat. "In the past seven years the Palestinians have gained what they were unable to throughout their entire history. But their leadership has not fulfilled even one promise made to four Israeli prime ministers.
"No state in the world can allow its capital's housing districts and buses full of children to be fired upon and its soldiers to be lynched, Katsav said of Israel's position in the regional crisis which arose "because of the position of the Palestinians". But since an open military conflict would bring destruction upon both sides, Israel regards the peace process as irreversible and will work toward a peaceful solution, he stressed. The Israeli president said he did not believe that in "the near future" there will be a full-fledged war between the sides.
"Such a dangerous development does not figure in the plans of Israel or the other powers in the Middle East," he said. Before meeting Putin, he had told Russian media that he expected Moscow's influence in the Mideast to strengthen the peace process. "Russia has good relations with the Arab world, and this can undoubtedly open up new possibilities to Israel for a dialogue," he said in an interview with the Nezavisimaya Gazeta newspaper.
Katsav arrived in Moscow Tuesday morning at the Vnukovo-2 airport. He was met by Deputy Prime Minister Ilya Klebanov who accompanied him to the Kremlin. Before leaving for Georgia on Thursday, he is also due to meet Foreign Minister Igor Ivanov, Prime Minister Mikhail Kasyanov, the heads of both chambers of the Russian parliament and Patriarch Alexy II. Apart from the Palestinian-Israeli crisis, topics for discussion include bilateral relations and the situation in the Balkans.
Katsav will also speak before representatives of the Russian business community. Putin noted in their talks that economic links between the two countries were developing strongly and that in 10 months of last year alone the volume of Russian-Israeli trade was worth 800 million dollars.
