Typhoon kills 58 people on Taiwan

Taipei - As the death toll from Taiwan's typhoon rose to 58 on Friday, rescue workers searched for 23 crew members who disappeared when the storm sank a cargo ship in the Pacific Ocean.

With winds of up to 145 kph (90 mph), typhoon Xangsane produced the worst flooding in Taiwan in 30 years, killing people as it traveled up the east side of the island on Wednesday and Thursday.

The storm had not yet reached Taipei, the capital in the north, when a Singapore Airlines jetliner crashed while trying to take off at its airport on Tuesday night. But Taipei was already receiving heavy wind and rain, and investigators are trying to determine if the weather played any role in the crash, which killed 81 people.

On Friday, rescue workers were searching for a total of 31 missing people, eight at various points around the island and 23 crewmen of a Panamanian cargo ship that sank off Hualien harbor on the eastern coast of the island, the government disaster relief center said.

The vessel, the Spirit of Manila, sent a distress signal shortly before it sank early Wednesday, as Xangsane (pronounced Chang-SHARN) caused massive mudslides and flash floods as it swept through Taiwan.

Tahar, who like many Indonesians uses one name, told reporters at a hospital where he was being treated that the ship broke into three pieces after being hit by very strong winds.

Officials have estimated that the storm did U.S. dlrs 2.03 billion in damage to valuable farmland and crops in Taiwan.

President Chen Shui-bian told officials at one disaster relief center that the government's priority is now to restore electricity and transportation, and avoid epidemics, in areas hard-hit by Xangsane, which means "elephant" in the Thai language.

Chen told ministers and local officials that rescue workers were having trouble reaching some flooded areas. But he said the government will restore normalcy "whatever the cost."

Taiwan's army has dispatched more than 900 soldiers, 300 trucks and five aircraft to search for the missing and clear roads and mountain passes flooded with mud, the military said in a statement.

Officials could not provide details on all 58 of the Taiwanese who died during the storm. But the officials said that in the city of Keelung, 15 people drowned as they prayed while trapped in the basement of a Buddhist temple. Local media reported that 14 people drowned in a home for senior citizens while waiting for rescue workers.

Divers and rescue workers were paddling through flood waters and picking up residents stranded near their half-submerged houses and cars. Residents also were searching through mud in their neighborhoods for household appliances and groceries.

By Friday, typhoon Xangsane had weakened to a storm with winds below 118 kph (74 mph) as it crept across the East China Sea and moved toward Okinawa, Japan, Taiwan's Central Weather Bureau said.
