Belgium and Portugal blocking deal on E.U. vote share-out

Nice - Belgium and Portugal Sunday were blocking the key element of a landmark European Union reform treaty to prepare for eastward enlargement with Belgian leaders even threatening a possible summit walk-out, diplomats said.
"We are ready to exercise pressure... and go all the way to the end if necessary," Belgian Foreign Minister Louis Michel told reporters.
The threat came as European Union (E.U.) leaders laboured through an unprecedented fourth day of talks, making Nice the bloc's longest- running summit in history.
Belgium was unhappy over French plans to give more votes to the Netherlands in the E.U.'s decision-making Council of Ministers while Portugal was worried about losing out to Spain in the same body, the diplomats said. Approval of the two countries on the vote share-out is vital if E.U. leaders are to agree a Treaty of Nice being negotiated in the French Riviera resort. Michel warned that giving the Netherlands more votes than Belgium would be "clear discrimination" especially as there had been no progress in curbing the use of national vetoes at the Nice summit. Leaders did, however, agree to German demands for the launch of another constitutional conference in 2004. But the accord did little to improve prospects for a breakthrough on the Union's overall reform package. Austrian Foreign Minister Benita Ferrero-Waldner said she expected the summit to continue throughout Monday. A German diplomat said: "I don't have the impression that leaders are close to a compromise." British Prime Minister Tony Blair's spokesman, Alastair Campbell, said: "There are quite considerable problems for some of the delegations. Responding to Dutch insistence that their country - which has 15 million people compared with 10 million in Belgium - should have more votes than Brussels, the new French draft distributes 12 votes to the Netherlands instead of an earlier 10. Belgium, Greece and Portugal all secure 11 votes instead of 10. The move, effectively ending a long-tradition of parity between Belgium and the Netherlands, led to tensions between the two Benelux partners. Portugal meanwhile is worried that the French proposal to give Spain 28 votes - just two votes short of E.U. "big states" Germany, France, Britain and Italy - will lead to a power "imbalance" in the Iberian peninsula. Having fought off Spanish hegemony for over 800 years, Portugal could not accept such a huge gap between its voting rights and those of Madrid, Portuguese Prime Minister Antonio Guterres was quoted as saying. The wrangling is further complicated because E.U. leaders are also seeking to agree votes for would-be member states from Central and Eastern Europe. Poland reacted with outrage to an earlier French draft Saturday that gave Warsaw 26 votes compared to 28 for Spain. Both countries have a population of about 39 million and under a revamped French plan now get an equal 28 votes each. Germany is set to retain voting parity in the Council of Ministers with France, Britain and Italy but is rewarded with an extra five seats in the European Parliament. Before the meeting, Berlin had said it wanted to end parity and be given additional votes to reflect its post-unification status as the E.U.'s most populous country. The total number of votes in the E.U.'s Council of Ministers would be raised to 339 instead of the 321 foreseen earlier. Blair's spokesman said Britain was pleased with the new voting model because it would give the three biggest E.U. states - Germany, France and Britain - a blocking majority in Council decision-making if they grouped together. The Treaty of Nice under negotiation is a precondition for the E.U.'s planned expansion into Central and Eastern Europe which leaders said on Friday could begin in 2004.
