E.U. summit focus on economic reforms

Stockholm - European Union leaders Saturday were starting a second day of talks expected to focus on vital economic reform challenges facing the 15 nation bloc.
The crisis in Macedonia and relations with Russia - both non- members of the European Union (E.U.) - dominated the first day of the summit in the Swedish capital Stockholm.
E.U. leaders signalled strong support for the Macedonian government in its struggle against ethnic Albanian insurgents but also urged visiting Macedonian President Boris Trajkovski to show restraint in dealing with the rebels.
Russian President Vladimir Putin, who also attended the summit Friday, was warned on human rights in Chechnya but promised a strong economic partnership with the E.U.
The Stockholm meeting will set out a list of priorities aimed at transforming the E.U. into the "most competitive and dynamic knowledge-based economy in the world," according to a draft summit communique.
"Europe's fundamental economic outlook is still bright. But there is also more uncertainty today than a year ago," said European Commission President Romano Prodi.
"We are facing a crisis of confidence in our agriculture and our foodstuffs," Prodi said, adding: "The message coming out of Stockholm should be both convincing and reassuring. It must show that we are determined to reform our economies and societies on an ongoing basis."
E.U. economic growth will "average around 3 percent over the medium term," higher than in both the United States and Japan, according to a draft of the final statement to be issued by E.U. leaders. German Chancellor Gerhard Schroeder admitted, however, that nothing the summit could do or say would help Japan or the U.S. with their problems, according to diplomats.
"The international economic environment has recently become less supportive. However, economic fundamentals remain sound. Price stability has been maintained, interest rates are low and sound public finances have been restored," adds the statement. E.U. leaders noted nagging worries over the impact of a rising number of old people on Europe's social welfare systems, pensions and health care schemes.
Creating new jobs with the "goal of full employment" is set out as another key priority. The summit is also expected to issue an appeal for further economic deregulation including liberalisation of gas and electricity markets, postal services and air and rail transport.
But officials said France was determined not to fix deadlines for opening up energy markets fearing this would trigger damaging free- for-all competition in a vital service sector. Diplomats quoting Schroeder said that in contrast to Germany and other E.U. states, France, since its revolution, viewed the state as a protector of civil society.
Given this tradition, Berlin would not push for a firm date for energy liberalisation. E.U. leaders will also pledge to promote new technologies and encourage digital literacy to meet the bloc's high-tech skills gap.
