Milosevic accepted defeat gracefully - in the end

Belgrade - The crucial meeting between the former and the current Yugoslav presidents that took place right after street protests demanding that Slobodan Milosevic let Vojislav Kostunica take over as the new head of state, ended in a "relaxed, cordial" atmosphere, the key witness says.

In comments released Thursday ahead of their appearance in Friday's issue of the daily Danas, Gen. Nebojsa Pavkovic said that although he was not present during the talks, "when they finished, I noticed that the atmosphere was relaxed, cordial and full of understanding." Milosevic stepped down after trying to manipulate results of the Sept. 24 elections that showed Kostunica defeated him. He conceded defeat after supporters of Kostunica and of his 18-party pro-democracy alliance stormed Yugoslav parliament, several other government buildings and state television.

Pavkovic, the army commander claimed that, until the meeting, Milosevic was not aware that election bodies had already released election results showing his defeat. "The moment he realized that these have been published, and I think President Kostunica told him that, Milosevic simply said: `Well, then I can ask for no more,"' Pavkovic told the Belgrade daily.

There was no immediate comment from Pavkovic who, according to a number of earlier reports, played a key role in the transfer of authority. In separate comments, a former general fired by Milosevic who now heads a party belonging to the opposition alliance that toppled him said that the former strongman-president "will not be forgiven" for his past misdeeds Vuk Obradovic, head of the Social Democrats, said Milosevic must "count on being held responsible" for unspecified wrongdoing, suggesting that he will be tried in court in the coming weeks. Meanwhile, the Belgrade weekly Nedeljni Telegraf, quoted three army officers who, speaking on condition of anonymity, gave their own account of the crucial day when Milosevic caved in to pressure from the pro-democracy sources.

The weekly reported that as of early afternoon Oct. 5, when anti-Milosevic protesters were gathering in capital Belgrade ahead of their move against the government buildings, Milosevic was pressing Pavkovic to use force against them, regardless of possible casualties. According to the weekly, Milosevic demanded that tanks and explosives be used against the protesters and that some 50 pro-democracy leaders be arrested.

The army did not intervene against the protesters. Police in the capital first tried to repel the demonstrators but gave up after a few hours and eventually joined Kostunica's supporters.

Pavkovic, a Milosevic appointee who was one of his most vocal backers over the past year, has been refusing to comment on reports that Milosevic had ordered a violent crackdown on his opponents. Kostunica was inaugurated Oct. 7. Pavkovic has pledged loyalty to the "new, legally elected president." (ms/gj)
