Putin meets Vienna U.N. chief

Vienna - Russian President Vladimir Putin on the second day of his official visit to Austria Friday met Director General of the United Nations Office in Vienna (UNOV) Pino Arlacchi before placing a wreath at the Red Army Memorial in Vienna.

Putin was then due to have talks with the two opposition party leaders, Alfred Gusenbauer of the Social Democrats and Alexander Van der Bellen of the ecologist Greens. Putin and Austrian President Thomas Klestil were to attend the signing of a string of business agreements between Russian and Austrian firms. In the early afternoon Putin will travel on to Tyrol to attend the closing of the World Alpine Ski Championships on Saturday.

After his arrival Thursday afternoon Putin said the future of neutrality was Austria's business alone. But he indicated that Moscow was not entirely indifferent to the Austrian status which the post- war Soviet Union helped set up more than 45 years ago. Speaking at a state banquet Thursday evening, Putin said Austria's neutrality was still considered "a valuable achievement". This was despite the "fundamentally changed world situation".

The world public had confidence in Austrian neutrality, and Russia had "respect" for it. Putin's comments came after Chancellor Wolfgang Schuessel recently said neutrality had no further point in a European context, and he would like to lead his country into NATO if he could. However, the Austrians made it clear to their Russian guests that NATO membership is not an immediate prospect.

The opposition Social Democrats, who have a blocking minority of more than one third in parliament, are adamantly against any change in the constitutional law on Austrian neutrality. Another issue on the sidelines of Putin's visit is Moscow's hopes that Austria may choose MiG 29 jet fighters to replace its small air defence fleet of obsolete Saabs. Russia is said to be hoping that the Austrians will take the MiGs in exchange for writing off some of the billions in Moscow's debts.

In the newspaper Die Presse on Friday, Defence Minister Herbert Scheibner confirmed that while acquiring the MiGs might be cheaper, maintaining them would be "considerably more expensive" than rival Western aircraft. The MiG systems were also not compatible with defence systems used in other countries in Europe.

On Saturday, Klestil and Putin are due to watch the final World Championship race, the men's slalom, and then attend the closing ceremony at St. Anton. On Sunday the Russian president and his family will spend a day privately skiing there, before returning to Moscow in the evening.
