Romania steps up air surveillance in wake of unrest in Yugoslavia

Bucharest - In an apparent effort to prevent Yugoslav President Slobodan Milosevic from fleeing his country through neighboring Romania, authorities here stepped up air surveillance Friday.

"We are intensifying air surveillance, and all unauthorized flights are banned or sanctioned," Transportation Minister Anca Boagiu said on state television. The Defense Ministry said it was taking the "all necessary measures" due to the unrest in Yugoslavia, its southwestern neighbor. By increasing air surveillance, Romania is showing it does not want to aid Milosevic and instead demonstrate its commitment to NATO and the European Union, organizations the country desperately wants to join. Gen. Constantin Degeratu, defense adviser to President Emil Constantinescu, went on television early Friday to deny reports that Milosevic had flown over Romania. The Romanian border is just 75 kilometers (46 miles) from Belgrade. Degeratu said there had been no requests by Yugoslavia for permission to fly over Romanian territory. Romania shares a 290-kilometer (180-mile) border with Yugoslavia, with four crossing points. On Friday, border traffic between Yugoslavia and its neighbors was slow. "Traffic on the Danube (River) and road traffic have drastically fallen," Lt. Col. Liviu Caba said from the Romanian town Turnu Severin. "We were expecting an influx of Yugoslav citizens, but it hasn't happened." At the Stamora Moravita crossing point, Romanian journalists were denied entry into Yugoslavia, said Mioara Urzica, an employee from the state television station in the city of Timisoara. Yugoslav authorities told television reporters they needed special accreditation, said Vasilcin Rafael, a cameraman waiting at the border. The Yugoslav consul section in the southwest city of Timisoara said it could not provide the necessary papers. Romanians normally do not need visas to travel to Yugoslavia. Businessmen selling soap and cigarettes were able to enter Yugoslavia, Rafael said, but others were denied entry. Attila Krisan, spokesman for the Hungarian border guards, said only journalists traveling on a Hungarian passport without cameras were able to cross into Yugoslavia. Unlike Romania, Bulgarian Prime Minister Ivan Kostov said he saw no need to increase border security, adding he did not expect unrest in Yugoslavia to spill over into Bulgaria. Romanians recalled their own anti-Communist revolution in 1989, when 1,000 people died. Romanian President Emil Constantinescu said he was watching events unfold in Yugoslavia "with tension and hope." "The Milosevic regime is over ... exactly as the regime of (former Communist dictator Nicolae) Ceausescu, just as any regime which confronts its own people," he said.
