Sharon sees Palestinian state on only 42 per cent of West Bank

Jerusalem - Israeli premiership challenger Ariel Sharon will allow the Palestinians to set up an independent state on only 42 per cent of the occupied West Bank if he wins the February 6 premiership election, the Israeli Ha'aretz daily reported Thursday.

The daily, quoting what it said were Sharon's diplomatic plans if elected, said the hawkish candidate planned to offer the Palestinians a long-term interim solution to be implemented in stages. Incumbent Foreign Minister Shlomo Ben-Ami scoffed at the plan, telling Israel Army Radio that it existed only in Sharon's imagination.

"The error of interim agreements is dead. It only exists in the imagination. The Palestinians have absolutely no faith in interim agreements. We are also opposed to them. They have only given birth to terror and a Bosnia-like situation (in the occupied territories)", he said. According to Ha'aretz, under Sharon's plan Israel will not transfer any more territories to Palestinian control, and they will have to make do with the 42 per cent of the area already under their full or partial control.

Sharon's blueprint also calls for the status quo to be maintained in Jerusalem, with the city remaining under Israeli sovereignty. The Palestinian refugee issue will be dealt with on the basis of humanitarian considerations, motivated mainly be family reunification. During the interim period Israel will retain control of areas of the West Bank deemed vital for its security - the hills running along the Western edge of the West Bank and the Jordan valley.

All Israeli settlements will remain in place, to be guarded by the Israeli army. Sharon also intends demanding the Palestinians cooperate in "the war against terrorism," and in return will offer them economic cooperation and the development of combined desalination projects. Palestinians are demanding a total Israeli withdrawal, including the dismantling of settlements, from the West Bank and Gaza Strip, which Israeli captured from Jordan in the 1967 Middle East War.

They also want Israeli-occupied East Jerusalem as the capital of their future state, and insist that Palestinian refugees be allowed to return to the homes they abandoned in the 1948 Arab-Israeli war. Pre-election polls show Sharon having a double-digit lead over incumbent Prime Minister Ehud Barak.
