Vietnam is no longer a war, but a country to U.S

Hanoi - U.S. President Bill Clinton, speaking at the Vietnam National University in Hanoi, said Vietnam is no longer regarded by Americans as a war, but instead as a country.

"America is coming to see your country, as you have asked, not as a war but as a country," Clinton said in a conciliatory speech. Thousands of students crowded outside the university of Hanoi as the president arrived.

The speech broadcast live across Vietnam - the first made by a non-Vietnamese leader - was conciliatory in tone and, as expected, Clinton did not apologise for the Vietnam War, but said the United States' and Vietnam's "common history has been obscured by the Vietnam War".

"To remember our history, but not to perpetuate it. We cannot change the past. What we can change is the future." "Vietnam's willingness to return the remains of our servicemen has been the biggest boost," the president said, referring to the improving relations between both countries. He thanked Vietnamese villagers for helping find the remains of Americans who had been listed as missing in action.

Clinton said that 400,000 pages of documents had already been handed to the Vietnamese to help them find the people who went missing in the war. He brought another 350,000 pages on this visit and said another one million documents would be handed over before the end of the year.

Clinton also focused on trade and globalisation, saying that it could not be stopped. "We can work to maximise its benefits, minimise its risks, but we cannot ignore it."

He referred to the recent slowdown in the Vietnamese economy by saying that nations that have opened their economies to foreign trade have seen their economies grow faster than those that had not. He said Vietnam's decline showed that isolation did not help the economy.

Clinton announced that the U.S. was ready to put more funding into education exchange programmes between the two countries. "Our experience shows economies work better where newspapers expose corruption," he said. The press in Vietnam is very strictly controlled by the government. "We do not seek to impose these ideals. Your future should be in the hands of the Vietnamese people." Clinton expressed his desire to see the United States and Vietnam cooperate on more issues. He also announced the doubling of aid for malaria treatment.

Earlier Friday, Clinton was received with full military honours military honours at the presidential palace by Tran Duc Luong, after which they held talks. Washington and Hanoi were bitter battlefield foes during the Vietnam War, a conflict which lasted a dozen years and left 3 million people dead, including 58,000 Americans, by the time communist troops overran Saigon on April 30, 1975. Clinton travels to Saigon, since renamed Ho Chi Minh City, on Saturday.
