Kostunica says "no way back" on Yugoslav democracy

Vienna - President Vojislav Kostunica led Yugoslavia back into the OSCE fold Monday, declaring Belgrade would return to lasting democracy "after more than half a century of authoritarian regime".
There was "positive momentum" in the process of democratization in Yugoslavia, said Kostunica at the opening in Vienna of a two-day foreign ministers' conference of the Organisation for Cooperation and Security in Europe.
This would be strengthened by early parliamentary elections on December 23, he said. In cooperation with the OSCE, everything would be done so that there could be "no way back". The OSCE conference Monday and Tuesday was to be dominated by the readmission of Yugoslavia into the 55-nation organization.
Kostunica was due to sign three fundamental OSCE documents, including the Helsinki Accords of 1975. But he said he would have to leave the conference to return to Belgrade later in the day because of clashes between Serbian forces and Albanian guerrillas in a region close to the border with Kosovo.
Kostunica called the situation "alarming". Serbian policemen, although keeping to the relevant United Nations resolutions, had been victims of recurrent attacks by "heavily armed rebels" along the border of Kosovo, he said. Planned meetings with U.S. Secretary of State Madeleine Albright and Austrian Chancellor Wolfgang Schuessel were called off.
All EU states except Italy and the holder of the current EU presidency, France, have sent their foreign ministers to the 55- nation conference. The other OSCE members, including Russia with Igor Ivanov, are also represented at foreign ministers' level.
Addressing the conference, Albright called on Russia to withdraw its troops from Moldova and Georgia, and urged Moscow to allow the return of the OSCE to Chechnya as soon as possible. In his address, Schuessel, whose country chairs the conference, criticised "cancer growths" of xenophobia, nationalism, chauvinism, intolerance and anti-Semitism.
He praised the OSCE's work in preventing conflicts and supporting democracy, and paid tribute to the "true heroes", the OSCE field workers, whose day-to-day work varied from election monitoring to the exhumation of bodies from mass graves. "They are the true on-site pioneers of human rights," he said.
The OSCE is the only organization with a "Euro-Atlantic bracket", with both the United States and Russia as members, and should be bound up even more in solving conflicts, Schuessel said.
The Balkans, tension in Central Asian and other states of the former Soviet Union, the fight against trafficking in women, children's rights in armed conflicts, and the proliferation of small arms are among the issues being discussed at the conference.
The ministers will go over the activities of the OSCE this year, including the supervision of general elections in Bosnia-Herzegovina, local elections in Kosovo, the training of police, and setting up of "civilian crisis managements".
